Short bio:
The purpose of this website is to engage community to support implementation of the EnVision Downtown Hilo 2025 Plan (EDH 2025). The EDH 2025 Plan was a grassroots planning effort adopted by the Hawaii County Council in 2005 with a 5-year Action Plan Update adopted in November 2010. It was the first community planning effort the Planning Department iniitated in over 15 years, which sparked the community development plan (CDPs) efforts that are ongoing islandwide.
A volunteer committee called the Friends of Downtown HIlo Steering Committee rallied the EDH 2025 planning process, and today, the VisionKeepers Network (VK), a volunteer non-government committee, continues to encourage plan implementation and work with the Planning Department. Implementation is initiated by Lead Solution Partners (LSPs) who have committed to help implement one or more actions. This plan has 6 focus areas, 36 strategies, and 147 actions. In 2010, approximately 41 Lead Solution Partners (LSP) committed to help implement one or more actions. Implementation is even more difficult than planning, as many factors determine prioritizing projects for forward action - including, community support, a committed LSP (leadership), supporting partners, funding, resources, other priority projects, political will, etc.

The EDH 2025 Plan is a plan for sustaining the future of Downtown Hilo. It is a grassroots plan built on community input and whose success depends upon collaborative community - government - private partnerships.
