Short bio:
I have spent my entire life in service to GOD in every way so I could be of service to God and my Country
and world to make it a better place for all concerned.
I founded a non profit community service 501-c-3
called USA Block Watch Guard at 7/14/1988 which
has gotten permission from 9-1-1 on our literature
to report adult and child abuse in progress ext...
We have organized over 1,500,000 Block Party
members in Los Angeles and surrounding areas
as well as Colorado and here on the Big Island.
Also in my youth I had a summer job with the
District Attorney's office with the Department of Corrections as an Assistant planner where I
designed the chart room that oversaw all of the maximum, medium and minimum prisons of the
State of Colorado. All in a voluntary free status.
My prayer is all to become perfect and all happy.

I would like to see all brought to a perfect vision here.
For the Health and Safety of the Citizens & Visitors I
would like to see many of the disenfranchised helped to be franchised as viable mass cooperative
effort such as having USA Block Guards on every
corner who welcome and assist the community.
These volunteers would be wearing uniforms and
vests so they are easy to be identified most easily.
The Block Guard would be well versed in all of the
places for shopping and conveniences in town.
Some USA Block Guard could be volunteers who
are bathroom attendants such as in old days.
Do you currently, intend to, or have in the past, own land, live, work, play, volunteer, do business in or meaningfully contribute to Downtown Hilo? This is required to participate :) (Public)
I howard Sullivan have planted thousands of trees
in all of the places I have enjoyed in the Hilo and
surrounding areas as well as be a Block Guard
myself giving directions to visitors for public safety
such as teaching visitors how to cross the street,
these are needed rules to protect all from harm.
